For each scheduling policy, include unit tests.
The tests should create dummy mesos resource offers and tasks to check whether the scheduling policy is working as expected.

For each scheduling policy, include unit tests. The tests should create dummy [mesos resource offers](https://github.com/mesos/mesos-go/blob/master/api/v0/mesosproto/mesos.pb.go#L3073) and [tasks](https://github.com/spdfg/elektron/blob/master/def/task.go#L31) to check whether the scheduling policy is working as expected.
